Business Licensing
Business Licensing, Done With Regulator-Grade Rigor
There is no single 'business license.' What exists is a stack: federal registrations for a few industries, statewide licenses in a minority of states, tax registrations almost everywhere, local licenses in thousands of cities and counties, and industry-specific licenses on top. Cornerstone runs state-by-state licensing programs for the most heavily regulated companies in financial services. We apply that same discipline to your business licenses: every layer mapped, every filing made, every renewal on calendar.

Business Licensing
Do I need a business license?
It depends on what you do and where you do it, and anyone who answers without asking both questions is guessing. A minority of states require a general statewide business license or registration certificate: Alaska, Delaware, Hawaii, Nevada, Tennessee, Washington, and West Virginia, plus the District of Columbia. Everywhere else, the requirements are a mix of state tax registrations (such as a seller's permit if you sell taxable goods), local city or county business licenses, and industry-specific state licenses for regulated activities such as contracting, food service, childcare, or financial services. Selling online or expanding into new states can add jurisdictions to the list quickly.
- Which states require a general business license?
- A minority. Alaska, Delaware, Hawaii (through its general excise tax license), Nevada, Tennessee (through its business tax regime), Washington, and West Virginia require a statewide business license or registration certificate, as does the District of Columbia with its Basic Business License. Most other states have no general license and instead rely on tax registrations, local licensing, and industry-specific licenses. Our state-by-state hub covers each jurisdiction's current rules.
- Do I need a business license to sell online?
- Selling online does not exempt you from licensing; it usually means your home jurisdiction's rules apply plus sales tax registration in states where you have nexus. You still need whatever your own state and city require, and economic nexus thresholds can require sales tax registration in states where you have no physical presence at all. Marketplace sellers should also check their platform's collection arrangements before registering.

Federal, State, and Local: The Three Layers of Business Licensing
Most business licensing advice is vague because the honest answer is layered. Federal licensing touches only specific industries such as firearms, aviation, broadcasting, and money services businesses. At the state level, only a minority of states, including Alaska, Delaware, Hawaii, Nevada, Tennessee, Washington, and West Virginia, plus DC, require a general statewide business license; most states instead require tax registrations such as a seller's permit and license only specific occupations. The local layer is where most businesses actually get licensed: cities and counties issue general business licenses, occupational license taxes, and zoning permits. Our state-by-state hub at /business-license-state-laws documents each jurisdiction's reality plainly, and our team turns that map into a filed, renewed, monitored program.
Business License Requirements, State by State
The state layer is where the myths live, so we publish the reality for all 50 states, DC, and Puerto Rico at /business-license-state-laws: which jurisdictions require a statewide license, which rely on tax registrations and local licensing instead, who the filing agency is, and how renewals run. These are the moving parts we manage for you.
Statewide licenses where they exist
Alaska, Delaware, Hawaii, Nevada, Tennessee, Washington, West Virginia, and DC each require a statewide business license or registration certificate. We file the initial registration and keep the renewal on calendar.
Tax registrations everywhere else
Seller's permits, sales tax licenses, gross receipts registrations, and employer accounts are the baseline registrations most states actually require. We open the right accounts with the right agencies.
Local licenses in every operating city and county
Thousands of municipalities license businesses directly, from Alabama privilege licenses to Virginia BPOL taxes to Washington city endorsements. We identify and file the local licenses each location needs.
Industry-specific licenses on top
Regulated activities carry their own state licenses regardless of the general-license picture. Our specialist practices cover the heavily regulated ones end to end.
The Federal Layer: Few Industries, High Stakes
Most businesses need no federal license at all, and knowing that saves you from paying for filings you do not need. The exceptions are absolute: firearms and explosives (ATF), alcohol production and wholesale (TTB), aviation (FAA), commercial fisheries (NOAA), broadcasting (FCC), interstate transportation (FMCSA/DOT), investment advising (SEC), and money services businesses (FinCEN MSB registration). If your business touches one of these, the federal registration comes first and the state licenses build on it. Our money transmitter practice at /money-transmitter-license handles the deepest of these stacks every day.
Licensing When You Expand Into New States
The moment a business crosses a state line, its licensing footprint multiplies: foreign qualification with the new state's corporate filing office, a registered agent in that state, new tax registrations, possibly a statewide business license, local licenses for each new location, and re-verification of every industry license. This is the exact problem Cornerstone was built for. We run multi-state licensing programs with each obligation tracked in Atlas, our compliance platform.
Foreign qualification and DBA filings
Registering the entity to do business in each new state, with trade-name filings where you operate under a different name. See /dba-foreign-qualification.
Registered agent in every state
Foreign qualification requires an in-state agent for service of process. One provider, one renewal cycle, all 50 states. See /registered-agent-services.
Annual reports and entity maintenance
Every registered state adds an annual or periodic report. A missed report can void the registration your licenses depend on. See /annual-reports.
Bonds and insurance where licenses require them
Many local and industry licenses require a surety bond or proof of insurance. Our in-house surety and insurance practices place both alongside the license filings.

Who This Is For
Cornerstone is the licensing partner for businesses whose footprint outgrew do-it-yourself filings: multi-location operators licensing in dozens of cities and counties, companies expanding into new states for the first time, franchisors who need every franchisee licensed consistently, and the attorneys and accountants who advise them. If you are answering a notice about an unlicensed location, cleaning up lapsed local licenses, or standing up a multi-state program from scratch, this is the work we do every day, and the same team runs our regulated-industry practices in mortgage, money transmission, debt collection, and nonprofit licensing.

Anyone can list five steps. Here is what makes ours hold up.
The shortcut
The common approach is to scrape the web for an answer and hope it is current. When the rules change, or the page was wrong to begin with, the mistake surfaces as a deficiency after the filing is in, when it costs the most time.
The Cornerstone Way

Specialists who know the answer
