In April 2026, FinCEN proposed a broad rewrite of AML and CFT program rules across financial institutions. The proposal would modernize requirements for money services businesses as part of a wider BSA and AML framework update.

What changed

FinCEN proposed substantial AML/CFT program revisions that would apply across covered institutions, including MSBs.

Compliance perspective

MSBs should review the proposal early because final adoption could affect risk assessments, program design, independent review, and governance expectations. This is one of the more important federal pipeline items for BSA teams even though it was not issued in the July 17 to July 31 window.
