San Diego is a tax-certificate city on the Los Angeles model: the Business Tax Certificate is a tax registration that doubles as the license, renewed annually, with the business tax computed from employee count for most businesses. The Business Tax Certificate is the license

The Office of the City Treasurer issues the Business Tax Certificate to every person conducting business in the city, including home-based businesses and independent contractors. The application is filed with the city, the certificate renews annually, and the business tax for most businesses is based on the number of employees, with separate rate schedules for certain classifications. Home-based businesses also clear the city's home occupation rules as part of setup.
