Neither Dallas nor Texas issues a general business license, but Dallas requires a certificate of occupancy for commercial premises matched to the actual use of the space, issued through the city's Development Services Department. A new tenant, a change of use, or significant remodeling triggers a new certificate, and operating without the right one is a code violation. For storefront businesses the certificate of occupancy is the closest thing Dallas has to an opening license.
The state layer
Texas entities register with the Texas Secretary of State, sole proprietors using an assumed name file with the Dallas County Clerk, and any business making taxable sales obtains a free Texas sales tax permit from the Comptroller before its first sale. Franchise tax registration runs through the same Comptroller, and regulated industries license through TDLR, TABC, and the state boards.
