New York City does not license business as such. Instead, the Department of Consumer and Worker Protection licenses specific activities: home improvement contractors and salespeople, sidewalk cafes, secondhand dealers, electronics stores, laundries, garages and parking lots, employment agencies, and dozens more. Other agencies license their own domains: the Health Department permits food establishments, the Fire Department certifies certain equipment and operations, and the State Liquor Authority handles alcohol. The state layer applies to everyone
Every business entity registers with the New York Department of State, and any business making taxable sales registers with the New York State Tax Department for a sales tax Certificate of Authority before its first sale; operating without one carries penalties. Local obligations beyond licensing
NYC layers city-specific tax and employment rules on top: city business income taxes filed with the Department of Finance, a certificate of occupancy appropriate to the use of the premises, and the city's employment ordinances for staff. What is the most commonly required NYC license?
