The TPT license is the workhorse
Arizona's transaction privilege tax is the state's version of sales tax, levied on the seller, and any business engaging in taxable activity in Phoenix licenses through the Arizona Department of Revenue. The single state application registers the business for state, county, and Phoenix city TPT at once, with a license that renews annually. Retail, restaurants, contracting, and commercial leasing are all taxable classifications, so the TPT license reaches well beyond storefront retail.
City regulatory licenses are the exception
Phoenix licenses a defined list of regulated activities through its City Clerk: auctions, massage establishments, escort services, teen dance centers, curb painting, and similar categories with specific ordinances behind them. If your activity is not on the list, the city has no general license for you to obtain. Liquor licensing runs through the Arizona Department of Liquor Licenses and Control with city input, and food service permits issue from Maricopa County Environmental Services.
