What is the difference between federal, state, and local business licenses?

Licensing in the United States runs on three layers, and most businesses touch at least two. Local governments license the presence of a business in their jurisdiction. States license activities they regulate. The federal government licenses a short list of nationally regulated fields. The layers do not substitute for each other: holding one does not excuse you from another.

What each layer covers

Local licenses are the broadest and cheapest: business tax certificates, zoning clearances, health permits for food businesses, signage permits. Nearly every city and many counties have some version, and each location you open repeats the layer. State licenses attach to regulated activities: lending, debt collection, money transmission, insurance, real estate, construction trades, professional practices, and dozens more. These carry real applications, with background checks, financial review, and often surety bonds. Federal licenses cover a narrow set of activities: alcohol and tobacco production, firearms and explosives, aviation, maritime transport, broadcasting, investment advice at scale, and drug manufacturing.

Map from the activity outward. Start with what the business actually does and where, then ask which layer regulates each piece.
