Is an EIN the same as a business license?

No. An EIN, or employer identification number, is a federal tax ID the IRS issues to identify your business, the way a Social Security number identifies a person. It is free, issued in minutes online, and involves no review of your business at all. A business license is a government authorization to operate, issued by a city, county, or state after whatever review that license requires. Having an EIN authorizes nothing.

Why the two get confused

Both show up early in the startup checklist, and both are asked for on the same applications, so they blur together. The sequence is what keeps them straight: you form the entity, obtain the EIN for the entity, and then use both on the license applications that follow. License applications routinely ask for the EIN, bank accounts require it, and payroll cannot run without it. But no regulator treats an EIN as permission to do anything.

The practical checklist

Think of it as identity, then authorization. The EIN is identity: one number, federal, free, permanent.
