What is the difference between a business license and a business registration?

The terms overlap and are often used interchangeably, but they point at two different acts. Registration puts your business on a government's records: forming an entity, qualifying in a state, filing a DBA, opening a tax account. Licensing grants permission to do something: operate in a city, run a regulated activity. Registration is about identity and record-keeping; licensing is about authorization.
