IDFPR's July 2026 Regulatory Agenda, published July 6, 2026, listed several planned financial services rulemakings with anticipated First Notice in November 2026. No new IDFPR financial proposed or adopted rule was identified in Illinois Register Issue 31 during the July 20 to August 3, 2026 window.
What changed
IDFPR signaled future amendments for several financial services rules, including the Currency Exchange Act, Debt Management Service Act, Debt Settlement Consumer Protection Act, Sales Finance Agency Act, Credit Union Community Reinvestment, and Payday Loan Reform Act. The agenda did not adopt new rules, but it put regulated entities on notice of coming changes.
Compliance perspective
Affected Illinois licensees should start reviewing how HB 5384 and other cited changes may flow into rule text later in 2026. Teams with debt settlement, debt management, currency exchange, sales finance, payday, or credit union operations should prepare for November notice activity and possible filing or policy updates after that point.
Key date
Effective date: July 6, 2026.
