What changed

FinCEN published a new fraud typology alert for federal student aid schemes. It did not create a new MSB rule, but it added a current risk signal that institutions are expected to consider in BSA controls and SAR reporting.

Compliance perspective

MSBs and other covered institutions should review transaction monitoring scenarios, customer risk indicators, and SAR narrative guidance for student-aid-related fraud patterns. Front-line fraud teams and BSA staff may need updated procedures and training.
