Virginia's new Chapter 19.1 Money Transmitters framework was active during the July 21 to August 4, 2026 period, with the chapter effective July 1, 2026. Section 6.2-1929 states that a person may not engage in money transmission or hold itself out as providing money transmission without a license under the chapter.
