What changed

Illinois published proposed Part 1031 rules to implement DACPA. The notice states DACPA registration will be required for covered persons engaging in digital asset business activity after July 1, 2027.

Digital asset firms serving Illinois customers should start gap analysis early because registration timing is already identified in the proposal. Licensing, disclosure, books and records, and customer asset handling should all be reviewed once the full text is analyzed.
