What changed
FinCEN directed SAR filers to use key term "FIN-2026-FSAFRAUD" in SAR field 2 and in the narrative, and to select SAR field 34(z) with "Federal Student Aid Fraud" in the text box. The alert highlights patterns involving stolen identities, ghost students, straw students, and AI-enabled fraud tactics.
Compliance perspective
MSBs should update transaction monitoring, escalation procedures, and SAR decision trees to capture the alert's typologies and filing instructions. Training should cover the new key term and the specific SAR coding FinCEN requested.
