Licensing
Control person
An owner, officer, or director with enough authority over a regulated entity that regulators want to vet them personally, often via background checks and disclosure forms.
A control person is anyone with enough ownership or authority to direct a company, often a 10 percent or 25 percent owner, a director, or a key officer. Regulators scrutinize these individuals during licensing.
Identifying control persons correctly drives much of a license file: their disclosures, background checks, and personal histories all become part of the application. Misjudging who qualifies is a common cause of avoidable delays.
