# NMLS SAFE MLO Test Guide

## What is the NMLS SAFE MLO Test?

The SAFE MLO Test is the national exam that state-licensed mortgage loan originators must pass under the SAFE Act, administered through NMLS. It tests federal mortgage law, general mortgage knowledge, loan origination activities, and ethics, and a score of 75% or higher is required to pass. Nearly all states use the version with the Uniform State Test component, so one passing result satisfies the test requirement in those states. Candidates who fail can retest after a 30-day wait, with a 180-day wait after three consecutive failed attempts.

Every state-licensed mortgage loan originator has to pass the SAFE MLO Test before a license can be issued. Here is what the test covers, how scoring and retakes work, and how it fits into the licensing sequence we manage for origination teams.

## One National Test, Every State

The SAFE Mortgage Loan Originator Test is the national examination the SAFE Act requires for state MLO licensure, administered through NMLS at Prometric test centers and via online proctoring. Since 2013 the test has included a uniform state component adopted by nearly every state agency, so one passing score satisfies the test requirement almost everywhere. This page explains the test itself; for the full licensing sequence around it, see our /how-to-become-a-loan-officer guide.

## What the Test Covers

NMLS publishes the official content outline for the test on the NMLS Resource Center, and preparation should start there. The major content areas are consistent:

## Scoring, Scheduling, and Retakes

You enroll for the test through your NMLS account, pay the test fee, then schedule the appointment at a Prometric center or for online proctored delivery. The passing standard is 75%, and results are available shortly after the session, posting to your NMLS record automatically.

If you fail, the SAFE Act's retake rules apply: a 30-day wait between attempts, and after three consecutive failures a 180-day wait before the next try. Those waits are why the first attempt is worth preparing for seriously; a single 180-day pause can cost an entire origination season. Passing results do not expire while you remain licensed, but a person who leaves the industry for five years or more retests before licensing again.

## How Candidates Prepare

The 20 hours of NMLS-approved pre-licensing education is the foundation, and most candidates layer dedicated test preparation on top: the official NMLS content outline, practice questions from NMLS-approved course providers, and a focused review of the federal statutes the test weights most heavily. Candidates who treat the pre-licensing course as test prep in itself tend to underestimate the exam; the course satisfies the education requirement, while the test independently checks working knowledge.

Cornerstone is a licensing service, not a test prep company, so we do not sell courses or practice exams. What we do for origination teams is sequence the process correctly: education enrolled, test scheduled at the right point, and the state applications and sponsorship filings ready so the license issues promptly once the passing score posts.

## After You Pass: The Rest of the License

A passing score is one requirement among several. The state license still needs the completed MU4 application, the criminal background check and credit report, any state-specific education, and sponsorship by a licensed company before it activates. Once licensed, the annual cycle begins: renewal each year through NMLS and at least 8 hours of continuing education, covered in our /nmls-continuing-education guide. If your plans go beyond originating for someone else, the company licensing path in /how-to-become-a-mortgage-broker is the next read.

## How to get licensed

1. **Good Standing Assessment**, We analyze your business model and, in coordination with our attorney partners, help identify which licenses may apply in every state where you want to operate.
2. **Application Preparation**, We prepare all applications, gather required documentation, and coordinate background checks, financial statements, and surety bonds.
3. **Filing & Follow-Up**, We submit applications to each state and actively follow up with regulators to keep the process moving.
4. **Ongoing Filings**, After licensing, we manage your renewals, regulatory filings, and filing calendar so you never miss a deadline.

## Frequently asked questions

### How Hard Is the SAFE MLO Test?

It is a substantive professional exam with a meaningful failure rate, particularly on first attempts without dedicated preparation. NMLS publishes pass rate statistics on the NMLS Resource Center. The candidates who pass comfortably treat the content outline as the syllabus and drill the federal law areas, which carry heavy weight.

### What Score Do You Need to Pass the SAFE Test?

75% or higher. Results post to your NMLS record shortly after the test session, and state regulators see the result automatically; you do not submit scores manually.

### How Many Times Can You Take the SAFE MLO Test?

There is no lifetime cap, but the waits are structured: 30 days between attempts, and after three consecutive failures, 180 days before the next attempt. Each attempt requires a new enrollment and fee.

### Does the SAFE Test Cover Every State?

Nearly all state agencies have adopted the Uniform State Test component, so the single national test with UST satisfies the test requirement in those states. A small number of jurisdictions maintain their own state-specific test component, so check your target state's checklist in NMLS before assuming you are done.

### Do Bank Loan Officers Take the SAFE Test?

No. Loan originators at federally insured banks and credit unions are federally registered in NMLS rather than state licensed, with no test or education requirement. Moving to a non-bank lender or brokerage means completing the full state path, including the test.
