What most freelancers actually need

For a writer, designer, developer, or consultant, the typical stack is short: the city or county business registration where you work (including from home, often with a home occupation permit), a DBA if you operate under a brand name, and tax registrations where your services are taxable. Some cities exempt very small operations or set revenue thresholds; the only way to know is to check your city, because enforcement usually surfaces at tax time when the city matches income records against its registration rolls.
